Preheat the oven to 350 degrees F.
Combine the mustard, tarragon, sour cream and wine.
Season the chicken with the salt and pepper, and then arrange them in a baking dish.
Pour the wine mixture over them and bake for about 35 minutes or until the chicken is cooked through and golden brown.
Serve the chicken with rice or mashed potato, with the sauce from the baking dish poured over the top.
